The shirt was the easiest thing to put on, so of course it was first in line. He didn't want to complicate matters immediately by going straight to something like the boots or pants. Though to be perfectly fair, it would be really quite silly to put the boots on first unless that was going to be the only thing Eli planned to wear during the scene and that wasn't what he had planned for this scene, so boots were going to be last.

He relaxed his body when he saw Shannon starting to put on his shirt, but there was a slight tremble whenever his hands moved across one of the many scars that dotted his body. While he might have cared about appearance with others, it was touch that he worried about with Shannon. Thankfully, Eli was going to keep that out of this moment, not wanting to ruin it by being an idiot. At the kiss, he let out an annoyed whine, definitely not amused by him stealing it from him, only really wanting more instead of what he got. He did reach a hand up to rest on Shannon shoulder loosely once the shirt was on and he smiled slightly. If this was how it was going to be, then Eli definitely chose right when he decided to go with it.
